Renewable Heat Incentive Change
In March 2016 the Government published upcoming changes to the Domestic Renewable Heat Incentive. The first stage of changes came into effect on 20th September 2017.
The second stage of regulations were presented to parliament on 7th February 2018. Typically, it takes 6-8 weeks for the parliamentary process to be completed. Therefore we can expect the latest regulations to come into effect in 2018, subject to parliamentary approval.
The upcoming changes include:
- Metering for performance for heat pumps
- New Metering and Monitoring Service Package (MMSP) payment schedules and enforcement powers
- Assignment of rights
- Revised degression thresholds
- Extending the RHI’s budget management mechanism until the end of 2020/21
Please be aware that assignment of rights will come into effect on 27th June 2018.
Changes to MCS Installation Standards for Heat Pumps Scotland
There was a change to the Domestic RHI Regulations in 2017 to reflect the latest version of the Microgeneration Certification Scheme (Version 5.0 MIS 3005) installation standard for heat pumps.
Applications submitted for Domestic RHI after 30th October 2017 Eligibility
If you signed an installation contract for your heat pump before 30th October 2017 and it complied with the previous version of Microgeneration Certification Scheme standard (version 4.3), you may be eligible for Domestic RHI if you apply within 12 months of the first commissioning date.
If you sign a contract for your heat pump from October 2017 onwards, it must be installed in accordance with the latest version of Microgeneration Certification Scheme standards (version 5.0 MIS 3005) to be eligible for RHI.
